England Coast Path
The England Coast Path will be a new National Trail all around England's coast, including Mersea Island. This section of the England Coast Path has been proposed and an appropriate assessment is currently being undertaken for it. It will then be considered for approval by the Secretary of State. Once the proposals have been approved establishment work will take place, before opening. Coastal Access Rights will not be in force until the stretch is officially opened.

HORSE DUNG GUIDANCE

There is no legislation to obligate horse riders to uplift any dung dropped on the road or pathways, however if safe to do so they are encouraged to dismount and kick it to the side out of the way of other path or road users. Riding schools are also encouraged to clear up any dung if close to a public road which they use regularly. The council have no enforcement powers to force horse riders to clear up after their horses as unlike dog fouling, horse dung from a healthy horse presents no risk to human health.

PARAGLIDERS

In the past both West Mersea Town Council and Colchester City Council have receive complaints of noise from motorised paragliders. There is no license required to use a motorised paraglider which is governed by the Civil Aviation Authority and is a self-regulated sport under the auspices of the British Hang Gliding and Paragliding Association (BHPA).
Noise from any form of aircraft, including motorised paragliders, is currently exempted from the statutory nuisance legislation which is used to control noise and therefore Colchester City Council has no formal powers to deal with any complaints regarding disturbance caused by motorised paragliders flying over, or in the vicinity of, residential properties.

SOLAR TOGETHER SCHEME

Essex Council Council have opened registrations for another round of the 'Solar Together' scheme. This scheme allows residents, SMEs and owners of small community buildings to register for the purchase of solar panels and/or battery systems for their home or business building. Scheme is open to owner occupier and those in private rented sector (if resident can obtain landlord permission for installation of panels/battery system). This scheme is open to everyone in the Colchester district, as well as other districts in Essex.
